This change is to better support TIGER192, which is a problem.
TIGER192 is strongly deprecated since it is being dropped from the
OpenPGP standard. Note that this is nothing against the TIGER192
algorithm - just that it isn't a part of OpenPGP, so there is no point
in it being in GnuPG.
GnuPG still has it, but it is disabled by default. The real answer to
this problem is to not use --enable-tiger. At some point, TIGER192
will be dropped altogether.
