Bug in GnuPG 1.2.5 utf-8 HKP processing

Talking on the alt.security.pgp newsgroup and we think we found some 
sort of bug.  It appears that if you try to use gnupg to find keys 
with utf-8 (cyrillic characters) encoding in the user id, it is 
unable to find them.  If I search for Vladimir Novak (in the comment 
field) to find my key, it works, but if I look for Владимик Новак 
(the user id), it does not find it.  Not only is it not found, but it 
finds some other keys that are completely unrelated without that 
string in them.  This also happened with another Cyrillic key I know 
of.  Anyone know anything about this?
