GnuPG 1.3.93 under MinGW/MSYS now fails two checks

Windows MinGW/MSYS build of GnuPG 1.3.93 using instructions by
Carlo Luciano Bianco at
http://clbianco.altervista.org/gnupg/eng/gnupg.html fails two
tests.

genkey1024.test fails because gpg isn't able to rename
pubring.tmp to pubring.gpg. It gives a "permission denied" error
which, I'm pretty sure, is because of the "forward-slash vs.
back-slash" issue that the new code in iobuf.c is supposed to
address. Prior to the addition of fd_cache_strcmp() to iobuf.c,
my MinGW/MSYS build of GnuPG (GnuPG 1.3.92 f.ex.) passed all 25
make checks. Now...

multisig.test fails with the message "valid is invalid"

In iobuf.c, when I change the calls to fd_cache_strcmp() back
into calls to strcmp(), make check passes all 25 tests. Hmmm...
