GnuPG uses the "PGP" trust model as the default in 1.3.x, but if your
trustdb was created using 1.2.x, then it is a "classic" trustdb, and
using 1.3.x will not change this.  If you want to force a change, do
"gpg --trust-model pgp --update-trustdb"
