For testing latest thing, please use the Subversion repository.  Note,
that we recently switched from CVS to SVN.  Checking out the 1.4 is as
simple as:

  svn co svn://cvs.gnupg.org/gnupg/trunk gnupg14

(the CVS is still ojline but clearly marked as outdated).
