gnupg-1.4.0 outputs some verbose information to stdout

I have reconsidered: The implicit packet dumping in double verbose
mode is now send to stderr and not to stdout.  I hope this works for
everyone; if it turns out to be a problem we may add an option to
revert to the old behaviour.
