  While implementing --output for gpgsm I asked myself whether it will
  be useful and more consistent to allow the --output option also for
  commands like --list-keys. Sure, this won't go into gpg 1.4 but we
  can do such a change for gpg2 (from gnupg 1.9).

I didn't know about --output, so I read the help.  Sure, I think it
should be honored, and if not the command should fail.

Stepping back: the big issue is metadata vs. data, so that one
e.g. can verify a signature and put the sig validation output
separately from the text.  From this viewpoint, --list-keys outputs
data, so it should respect --output.
