gnupg.org bugtracker is sub-optimal

Hello,

I realized as part of the gpg4win project that there are some
practical problems with the bugtracker of GPGol:

It is not possible to add comments (e.g. further findings of the reporter
or additional hints from others) to a report once it has been submitted.

This behaviour is different from most other bug trackers and thus
users are confused on how to report/discuss bugs best.

Is there a particular reason why the gnupg.org bug tracker behaves
as it does?
If not, could it be changed to allow adding of comments?
