Windows Installer: Inproper creation of start menu entries

Hi,

The windows installer gnupg-w32cli-1.4.5.exe (and earlier version) creates the 
start menu entries wrongly below %USERPROFILE% instead of correctly below 
%ALLUSERSPROFILE%. 

As a consequence users different from the installing user do not have entries 
for GnuPG in their start menu.
