You mean that IDEA is not supported by Libgcrypt?  That is on purpose.
Nobody needs IDEA theese days and those who still want a 64 bit cipher
need to wait until the patent has expired.

There is a wealth of non-patented algorithms available for years and
thus no need to pour money into the cash box of a company which
seriously hindered the use of encryption over the last 15 years.
