scdaemon sends SIGUSR2 to foreground gpg-agent

Hi,

> Scdaemon should not send SIGUSR2 to foreground gpg-agent, or,
> gpg-agent would setup SIG_IGN for SIGUSR2, even if it runs foreground.

I will commit a fix to trunk and 2.0.  The patch below is against trunk.
