When a card only supports fixed length of PIN input, host program can
check if the length of PIN input is correct.  In this case, there is
no problem.

I think that fixed length PIN input is virtually standard for most of
usages.

If a card supports variable length of PIN, it would be better to have
format to specify length of input on host side.
