gpgme-tool documentation updates

I've started moving through the docs trying to get a feel for
gpgme-agent, and making corrections or additions as I see the need.
How should I submit the changes?  Should I mail patches to this thread
(`git send-email …`) or publish my git repository somewhere and email
pull requests?
