Well for the host system.  /target/ is usually the target system of a
compiler, whereas /host/ is the system on which the software you are
building will actually run.

I mentioned prefixt only because for Windows it is easier than to use

  make install prefix=INSTALLPREFIX

--with-gpg-error-prefix is unrelated to --prefix; it describes where the
gpg-error development files for software running on /host/ are installed
on the /build/ system.
