decryption question

A first step would be to run pgpdump (
http://www.mew.org/~kazu/proj/pgpdump/en/ or
http://packages.debian.org/unstable/utils/pgpdump) on it to see what it is,
i.e whether it's a valid PGP file or not, and what the format is.
