At first sight, it seems to me that the only code path that allows to
come up with this error message is starting gpg-agent with the
--disable-scdaemon option. I guess you would not want that.
So try to make sure to /not/ pass that option.
* When starting daemon manually, do not pass that option.
* When having gnupg start the daemons for you, check that
~/.gnupg/gpg-agent.conf is free of disable-scdaemon.
