i'm sorry, but i don't agree with this.  I have made a (related) feature
request, which was to enable gpg to *create* subkeys without any usage
flags set for --expert users.  (and yes, that's been merged in master as
well, and i recognize that it is less likely to be adopted in the stable
branches -- that's fine)

That was separate and distinct issue from what i'm asking about here.

Here, i'm asking GnuPG to properly interpret received signatures that
have the usage flags subpacket present but empty.

This latter issues is a bug report, not a feature request.
