Moving estream to libgpg-error

Hi!

Estream is a stdio replacement we use for portability reasons in GnuPG.
Because that is incredibly useful (think fopencookie/funopen and Windows
lack of positional printf args).  I have now extended libgpg-error to
provide the estream functions.  This will allow us to use it in a number
of other related projects (e.g. gpgme, gpa) because they require
libgpg-error anyway.  Note that the symbol names are all prefixed with
"gpgrt_" and not with "gpg_err_".

If you like to test it, use git master for libgpg-error and the
wk/tests-gpgrt-estream branch of gnupg.
