I checked the master branch and found a fix.

In my computer, I have another one, gpl-3.0.texi from
www.gnu.org/licenses/ and it's a bit different for formatting.  Latter
uses '@.' for a period in 'Disclaimer of Warranty' and 'FITNESS FOR A
PARTICULAR PURPOSE at .' in another section.  The CVS log says:

    revision 1.7
    date: 2012-12-04 04:24:55 +0900;  author: karl;  state: Exp;  lines: +4 -4;  commitid: QdJ2HnNGumFWwOuw;
    end-of-sentence spacing fixes from Paul Eggert (did not seem worth fixing every format and/or every version

I think that it changes some formatting occasionally.
