libksba build issue for gpl.texi

Hi,

Trying to build libkasba git master on my system results in the
following error on my system:
./gpl.texi:668: @unnumberedsec seen before @end enumerate
./gpl.texi:725: unmatched `@end enumerate'
make[2]: *** [ksba.info] Error 1

Patching it to use the same gpl.texi file as found in gnupg git master
fixes the issue.
