gpgme still failing on Android

Commit 02ba35c1b6a2cbb3361b2f2ad507c53564b2be0b broke gpgme on Android, and
its still failing. We talked in the past about reinstating static paths for
Android since its kludgey to rely on env vars like PATH on Android. What is
the path forward on this?
