more missing tags: libgpg-error-1.19

Hi Werner--

it looks like the libgpg-error git repository is also missing a tag for
libgpg-error-1.19.  (i think it belongs on
d77c33ae608d67086ea057cca5ddee99a7202f8b).  If you could push that tag,
it would be useful for folks who are looking for verifications via git.
