[PATCH] gpgme: Add offline mode support for CMS keylisting

Hi,

Attached patch implements support for the new offline option in gpgsm 2.1.6.

The plan is to use this in Kleopatra to allow a keylisting that checks the 
Trustchain of a certificate but does not depend on slow / erronous external 
services for CRL / OCSP checks without disabling them completely.
