OpenPGP does not know about mail addresses.  There is only a
recommendation:

   By convention, it includes an RFC 2822 [](#RFC2822) mail name-addr,
   but there are no restrictions on its content.

gpg does a case insensitive search by default but you may also use an
exact search (=USERID)
