Thanks, Neal.  I think it's fixed in 2.1.4 already.  i've followed up on
the ticket there with backported patches to STABLE-BRANCH-1-4 and
STABLE-BRANCH-2-0, which end up being very straightforward git
cherry-picks of b03a2647299a6c8764a2574590cbaccdff9e497d.
