Now that I think about this some more: isn't it required that we
ignore the setting of INSIDE_EMACS for gpg-agent?  We want to use
whatever value was in gpg's environment.  First, we don't want the
pinentry to appear in an emacs that the user is not using.  Second, if
the user restarts emacs, the new value needs to be propagated somehow.

Or am I confused and emacs always start its own gpg-agent?
