Cygwin support for --enable-ssh-agent

Hi,

I hacked some support for Cygwin sockets to Libassuan.  I have not
tested it at all so it is unlikely that it will work without tweaks.
For you fearless windows hackers I attach the patch.  The current GnuPG
master is prepared for it.
