I think the problem that you are reporting is that gpg --keyserver
doesn't override the keyserver setting in gpg.conf. I just tried it
here locally and it works fine. Perhaps I'm misunderstanding the
problem. Either way, can you please elaborate a bit so I can
reproduce your issue.
