[STABLE-BRANCH-1-4 PATCH] tools: Fix option parsing for gpg-zip.

* tools/gpg-zip.in: Correctly set GPG when --gpg is specified.
Correctly set TAR when --tar is specified.  Pass TAR_ARGS to tar.
