gpg-zip doesn't completely respect --program-suffix

Hi Werner,
Thanks for the clarification.
Is there a more recommended way of ensuring GnuPG 1.4.x gets installed
with the `gpg1` name rather than `gpg` or is it a case of
build-your-own-solution, etc?
I noticed Debian just patched the configure script for experimental, so
perhaps that's a better solution.
