use-tor should not imply allow-version-check

For some reason, dirmngr's use-tor option implies allow-version-check.
Looking through the commit message (see commit [1]) and the manual, I
can't find any explanation for this. At a minimum, there should be a way
to turn this off but really, unrelated options shouldn't depend on each
other.

Note: These update checks are *not* made over TOR.
