[Announce] GnuPG 2.1.13 released

Thank you Werner for this release, and to everyone who contributed work
getting it ready!

I've uploaded it into debian experimental, where it provides several
packages, including gnupg, which ships /usr/bin/gpg.

I'm hoping to make an upload to debian unstable in the near future
(maybe next week), alongside an upload of 1.4.x that provides
/usr/bin/gpg1.

If you're a debian user or developer interested in gnupg, please try
out the packages in experimental and report problems.
