The rules on how to lowercase UTF-8 are pretty complex and chnage from
time to time.  Thus they are not mapped:

  all upper-case ASCII characters in a User ID are mapped to lowercase.
  Non-ASCII characters are not changed.

ASCII means all bytes with bit 7 cleared.
