Wouldn't the authors of the various mail plugins have quite some
experience with matching of user-provided e-mail addresses to user ID's
on OpenPGP keys? It seems like the same type of matching needs to be
done there, and they might have gotten bug reports or feature requests
of people who encountered issues with the plugin matching a key to a
mail they typed.

This of course depends on the scale of adoption of OpenPGP as it is now.
