It is listed in the [updated iana registry] though, but no way to
distinguish TLS transport from plain HTTP.

$ grep pgpkey service-names-port-numbers.xml
    <name>pgpkey-hkp</name>
    <name>pgpkey-http</name>
    <name>pgpkey-https</name>
    <name>pgpkey-ldap</name>
    <name>pgpkey-mailto</name>

$ grep hkp service-names-port-numbers.xml
    <name>hkp</name>
    <name>hkp</name>
    <name>pgpkey-hkp</name>
