While wating Emacs 25 in Debian, I had an opportunity to have a look at
the Emacs repository: http://git.savannah.gnu.org/cgit/emacs.git/
Now, they use "; ...". That is, commit log message which start by
semicolon for document changes. I think that it is handled by the
script of build-aux/gitlog-to-emacslog.
The method of "; ..." would be good for both for recording document
change in the commit log and not recording in ChangeLog.
