byte-compiled python in gpgme download tarballs

What I do is

   cd ~/s/gpgme
   git tag -u KEY -m MESSAGE gpgme-N.M.K
   ./autogen.sh --force
   cd ~/b/gpgme
   ~/s/gpgme/configure --enable-maintainer-mode
   make distcheck

It is possible that other files are in gpgme but "make dist" and "make
disthceck" handle this case just fine.  I guess the problem is due to
the use of the distutils thingy.
