Could you please put in a `getinfo version` here just to check that the
dirmngr you're talking to here is the same one found in $PATH when you
invoked the binary directly?

And then, also while connected to dirmngr:

   keyserver --help

to see the list of schemas which your build claims to know about, for
reaching keyservers.
