What about a gpg-goodies package for the gpg-wks-server and other thinks
which are in general not used.  The gpg-wks-client needs to be part of
gpg proper as soon as it is matured enough.

In Kmail the code expects gpg-wks-client in the libexecdir which in
Debian is /usr/lib/gnupg.  The server is currently in bin - or should it
got to sbin?

No.

See Phil's remarks on the problem with the mailcap.  Thus better don't
package it.  A wks-server package would be useful if it does all the
mail and web server integration (i.e. a dedicated user and an Exim
transport)
