I think Justus appended the '!' on purpose to mark the test as being a 
test expected to fail ("XFAIL"). This test is indeed expected to fail 
due to issue 2923.

But I had not noticed that marking XFAIL tests that way caused "make 
distcheck" to fail.

I am fine with that. It could be re-enabled after we fix issue 2923.
