can you change this so that it is only done for 2.1.23?

We reverted this in 2.2.0 and explicitly overriding this in Enigmail
makes changes to the gpg.conf surprising.  For example. Kmail and
Enigaml will behave different.  We just had some fun in a presentation ;-)
