My understanding is that 1.4's continued support will be marginal at
best. 1.4 will never receive support for elliptical curve crypto, for
instance, and if the WG ever releases a new RFC it's unlikely 1.4 will
be modified to conform to it.
1.4 hasn't been EOLed, but it's reached the end of the road: there will
be no further new development on it unless someone wants to hire g10
Code to do the work. New development will occur only on the 2.2 branch.
Given this, #2 seems to be the most apt way forward.
