There are several grounds for handling data other than explicit user
consent, but more importantly the legal bar is "reasonable effort" and
not "absolute compliance". It is unlikely that keyservers will be first
in line, so let's keep one eye on the newspapers and see how it goes.

I'm more concerned about the prospect of child porn image IDs. Let's
deal with that one first.
