[PATCH Libgpg-error] gpg-error.m4: support pkg-config

Hi,

This patch is mostly about adding indent, please review this online[1]
to see how simple it is.

I must say that I am truly excited, I waited many years (at least 10)
to be able to use gnupg packages in standard way and reduce the effort
of downstream maintenance, I truly hope we can push this forward.
