It looks to me that libgcrypt-1.8.4 should be tagged at
93775172713c00c363187b5d6a88895b04ac7c8e, which is on the branch named
LIBGCRYPT-1.8-BRANCH.

i think f1fe14 is on the master branch, and is not what you're looking
for.

I agree that the tag should have been published to
https://dev.gnupg.org/source/libgcrypt.git at the same time as the new
version was published and announced, though -- some step of the release
process probably isn't as automated as it should be.
