Are there any config files in c:\Users\vlada\AppData\Roaming\gnupg ?

You may be able to address this by creating a new file:

```
/z/mnt/WD-Elements-25A1/msys2/windows-10/etc/pacman.d/gnupg/dirmngr.conf
```

and adding the following line:

```
keyserver hkps://keys.openpgp.net
```
