This is becoming confusing, but looking at the message item name, which 
appears to be "only-pubkeys", it seems that the original message text used 
"now" in error where "not" was actually intended.

Correcting this initial mistake...

"Do not allow to import secret keys."

...yields a rather awkward sentence, but Werner's suggestion tidies it up:

"Do not allow the import of secret keys."

Of course, one could also suggest the following:

"Do not import secret keys."

I guess it depends on what the message is really supposed to mean and in which 
context it appears, but I hope that this feedback helps on the matter of the 
wording.
