for, and this classification may use some ratio of XY characters
to choose the one or the other transfer encoding. See also
libmagic(1); my MUA differs to that for example (last i looked) as
we also wave through \v/\x0B/VT and \f=\x0C=NP, and we ignore ESC,
ie, may use quoted-printable not base64.
