Actually it is only in maintenance mode for networks with AI scrapers.
They are unfortunately many of them.  Those with RIPE assigned mail
addresses should not have problems, but we had to blacklist large range
of networks.  Phabricator (dev.gnupg.org) can't stand the load from
ten-thousands of scraper requests.

Please send me privately the IP ranges you are using, so that we can
whitelist them.
