GnuPG Howtos

[Horacio MG]

I see that both the French and German Howtos are hosted in
www.gnupg.org/<lang>/.  Wouldn't it be nice if the English and Spanish
were too?  They all are outdated by now, but just to avoid spreading
documentation...
